Driver Division Filtering Fix

Hi there,

A fix has been applied to driver division filtering in dispatching so that drivers with access to all divisions now appear correctly in the dispatching and driver selection interfaces.

What's New:

- Drivers with All Divisions access now correctly appear in dispatching views and driver selection dropdowns

- Previously, division filtering was joining against an incorrect column, causing some drivers to be hidden

Benefits:

- No more missing drivers in dispatching queues

- Driver assignment works correctly regardless of division access settings
